first. mineral spirits, aka stoddard solvents, are a mixture of various hydrocarbons. here's a link that discusses them

Now then, if you're asking about DOT, I assume you're thinking of shipping mineral spirits. if you're shipping them in commerce, ie for sale, the rules of the 49CFR, governed by the DOT, are applicable in the United States. Other countries have different regulations. If your shipping them out of commerce, as personal items, the DOT regulations do not apply. That means shipping them in your car for personal use. And not via commercial carriers. Shipment via commercial carriers is considered "in commerce"

All that said, it is VERY important that you're accurate in your packaging, labeling, marking, paperwork, and in your training. If you have no training in DOT regulations, under section 49CFR§172.704, you are not authorized to ship hazardous materials...

so here's the general rules for your mineral spirits

1) if the material is specifically identified in the "hazardous materials table" in 49CFR§172.101, use those guidelines for packaging, labeling, marking, and filling out the appropriate paperwork.

2) if your material is not specifically listed in §172.101, yet meets the definition of one or more of the 9 hazard classes, then your material is to be listed by the predominant hazard class under the NOS label. not otherwise specified. and those guidelines are to be used.

3). packaging is specific and must not react with the material

4) labels, marking and paperwork are very specific. no deviations are allowed.

most importantly, violations are subject to a $25,000 / per package per day of transportation penalty. get my meaning?

now, this is my "recommendation"....I won't go out on a limb and tell you what your material is. too much liability....if you want to hire my company, which I own and does hazmat consulting, that's a different story.

look up the definition of each hazardous material in 49CFR§173. you will find "AT LEAST" this. I didn't bother to check the rest...

49CFR§173.120(a).. any liquid with a flashpoint not more than141°F is considered a flammable liquid, hazard class 3, unless... and there are many exceptions...not more than is the DOT's way of saying <=

Most mineral spirits have flash points <= 141°F and are therefore flammable liquids..

packing group is also important..according to 49CFR§173.121(a)..

PG II is initial bp >35°C and FP <= 23°C
PG III is initial bp >35°C and FP 23°C < FP <= 65°C

looking at the wikipedia page, all of those listed are PG III

so your material is probably a flammable liquid, n.o.s, UN1993, PG III hazardous material...but. that isn't guaranteed. You need to make sure...and once you're sure, you need to follow the rest of the regulations...
